Community Ventures Manager

The Community Ventures Manager manages the broad functions of the Community Ventures program within the vocational department and assures that group leaders attend to the details of program operations.  This manager assesses the overall support needs of persons with developmental disabilities, especially developmental disability, residing in the parish and responds with inclusive programs for community supports which promote self-determination, choice, and self-reliance.  The CV Manager designs programs, seeks funding to address these, develops policy and works with group leaders and staff to develop procedures which meet the identified needs.  The CV Manager evaluates the effectiveness of the programs and directs departmental activities accordingly.  The CV Manager assures that the mission and policies of the agency and the department are met and manages Community Ventures staff accordingly.

This manager provides management to the Community Ventures program according to the Office for Citizens with Developmental Disabilities’ Day Habilitation Program description and the Home and Community Based Waiver Standards; assures that participants’ needs as well as agency and regulatory requirements are met; develops and follows through with activities of community inclusion and personal growth that satisfy the needs and interests of the individuals served; develops and adheres to schedules for the delivery of services; coordinates activities to assure efficiency of workflow; and works with other management and administrative team members in the accomplishment of the goals of the program. 

 

 

QUALIFICATIONS:

·       Bachelor’s degree preferred

·       High School diploma with some college or relevant experience considered

·       One year of experience in a relatable field          

·       Dependable transportation available on the job

 

Demonstrated ability to:

·       View the whole of Community Ventures from a perspective that considers national, state, local and agency influence on community inclusion and service delivery.

·       Design programs according to such perspective.

·       Evaluate effectiveness of a service.

·       Manage employees in a manner consistent with applicable laws and agency policy.

·       Communicate and coordinate with all functions of the agency to provide day habilitation services in inclusive settings.

·       Provide general directions to team to include personnel management, management of participant programs, and overall system.

·       Work and interact with community business in a way that promotes the philosophy of the agency and the department.

·       Present oneself in a professional manner.

·       Have a basic understanding of financial consideration, I.e., budget, expenses and revenues.

·       Read, write and communicate verbally with clarity and sophistication at a post-secondary level.

·       Work any hours.

·       Process and learn information under a variety of conditions.

·       Effectively work with families and persons with developmental disabilities.

·       Work within a team.

 

 

ESSENTIAL FUNCTIONS:

1.     To research Best Practice as it is defined in the field at large with special attention given to successes and difficulties of these as they would apply to those supported by ARCO. 

2.     To assure that she or her employees report any suspected abuse, neglect, exploitation, or extortion of any participant to her or the Executive Manager immediately.  

3.     To research local customer needs and desires for work, community experience, volunteering opportunities, and fun and to shape supports accordingly, and to measure the effectiveness of these efforts.

4.     To develop or assure the development of written policies and procedures to address all aspects of the service delivery, to manage by using these, and to assure that these are followed. 

5.     To participate in larger forces or systems which address social needs of the general population, and to represent the needs of participants with developmental disabilities within that context.

6.     To directly manage the different teams according to the mission and goals of the department and agency and to do so within the application agency policies/ procedures, laws and regulations.

7.     To assure that the department is fiscally sound and that systems are in place and used to monitor this.

8.     To work with funding and regulatory sources to represent the interest of those supported by ARCO and the respective programs.

9.     To participate as a member of the administrative and management team to accomplish the overall work of the agency.

10.  To identify unmet needs and address them by identifying and using untapped resources or traditional resources which may be used differently when needed.

11.  To keep the Day Services Director/ Executive Director fully and continuously informed, to give and receive reflection and feedback, and to receive direction. 

12.  To maintain staff in accordance with all applicable regulatory standards, to include but not limited to: hiring, training, discipline, and promotion, as well as assuring all necessary documentation for employment is provided.

13.  To assure quality as it relates to staff management and program operations based on regulatory and funding requirements and agency policy and procedure.

14.  To exercise discretion and judgment with making independent decisions while adhering to agency policy.

15.  To participate within and outside the agency to promote, educate, and engage others while promoting the philosophy of the agency.

16.  Use and permit ARCO’s use of electronic communication (tablets, real-time cameras, videos, etc.) and GPS tracking of activities for the business purposes of ARCO as described in the consents provided in specific training for these.   

17.  Capture and transmit Electronic Visit Verification accurately and timely as required by the State and by ARCO, if that is a function of the job. 

18.  Protect HIPAA information as required by law. To use an electronic tablet provided by ARCO for capturing and communicating HIPAA protected information including Electronic Visit Verification billing or other business, and to communicate with management through the use of this tablet.  

19.  Allow monitoring of all devices and applications used for work purposes, including those that are personal devices with which ARCO work or information is done or stored.

20.  Employees are expected to occasionally participate in a broad array of agency efforts where the work may differ from the typical functions of the job for which an employee was hired and to do so in a way that promotes the mission of the agency.  Employees are required to have their names, pictures, or videos used by ARCO in a way that informs a targeted group or general public of the agency’s work and mission.

 

PHYSICAL FUNCTIONS:

This employee must:

·      Perform physical duties including, but are not limited to:

-       Lifting, carrying and or pushing supplies and light equipment necessary to assist in the routine cleaning in one’s personal office or workspace or to collect/carry office supplies.

-       Lifting without assistance a person or thing that weighs under 20 pounds; lift a person or thing that weighs over 20 pounds with assistance.  A reasonable consideration of the actual weight to be lifted should determine the number of people or the kind of assistance needed to lift a larger than 20-pound object or person.

-       Handling or positioning a person of any size where the person’s full body weight is being otherwise supported (chair, lift, using CPI measures, etc.).

-       Assisting a person with getting into and operating lifts, wheelchairs, standers, or other adaptive equipment according to the manufacturer’s standards.

-       Performing household/grounds cleaning activities, including using tools and equipment necessary, at the ARCO facility or any other facility where ARCO work is done. 

 

·      Apply passive physical restraints using Crisis Preventative Institute methods and strategies as presented in training to prevent injury to the individual, another person, oneself, or property.

 

·      Attend to injuries using First Aid, discerning the difference when First Aid alone is not adequate and immediately engage emergency medical assistance.

 

·      Run or walk briskly when necessary to keep a participant safe or secure.

 

·      Work extended hours without rest when called for by the situation including, but not limited to, working as a fill-in, responding to an emergency, agency events, participation in workgroups or committees, conferences or seminars. 

 

·      Assist the participant with personal care needs.  This may include assisting with toileting, preparation of lunch, hands washing, and assisting with clean up after vomiting, saliva, mucus, etc. Always remember to respect the dignity of the individual.

 

 

EMOTIONAL FUNCTIONS:

·       Withstand abusive or rejective language or physical aggression of program participants and demands of families that may seem unrealistic without becoming personally offended. 

·       One of the most important aspects when dealing with persons with developmental disabilities is that their ability to understand language and its uses may be severely impaired.  As a result, employees may be subjected to behavior from persons with developmental disabilities that would be completely unacceptable from other employees or visitors to ARCO.  Therefore, abusive language of program participants may include racial slurs, derogatory statements, obscene gestures and language.

·       Further, to accept the functional and growth limits of participants in all areas without blame.

 

RELATED DUTIES: Any other assignment as directed by the Day Services Director or the Executive Director.

HOURS OF EMPLOYMENT: 8:00 - 4:30 Monday - Friday but may vary
